Also, that rule changed slightly this year (rules diff 2016
<http://wiki.robocup.org/images/b/b2/Small_Size_League_-_Rules_2016_Diff.pdf>,
section 12.4.1 item 9). It now says:

    "*repeatedly* travels faster than 1.5 m/s while the ball is out of play
(...)"

I think the auto-refs may still need to adapt to that.
