[robocup-small] over robot's speed in stop game by AutoRef

Dear Yusuke Adachi,

Thank you very much for testing the autoref.

Actually, the autoref tries to wait two seconds after entering stop 
before reporting this foul.
Can you try to adjust the parameter ROBOT_SLOW_DOWN_TIME in line 3 in 
autoref/stopspeed.lua? No recompilation is needed.

If you think it has no impact, please write me again. I will also try to 
test this.

You can also disable single rules in the Autoref GUI by clicking the 
checkboxes on the left side.
