[robocup-small] over robot's speed in stop game by AutoRef

Dear SSL members.

I tried the AutoRef which ER-Force made.
(Others, I can't run my environment...)
And I got many yellow cards by "driving faster than 1.5m/s during STOP".

I think the margin time is needed.
If the robot run in the game, and catch the STOP message, it can't 
reduce own speed immediately.
