[robocup-small] 200mm Rule Clarification

Hi Everyone,

There has been some discussion recently on the interpretation of the 200mm
exclusion zone during free kicks, and here is the decision of the Technical
Committee on the matter:

The 200mm exclusion zone, as mentioned in Section 9 Decision 2 of the
rules, is designed to allow defending teams to position a defence against a
kick without interference from the opponents.

A foul will be called by the referee if, when the ball enters play from a
free kick, an opponent encroaches on the 200mm exclusion zone.
This must not be interpreted to deliberately infringe upon the 200mm
exclusion zone before the ball enters play in order to obtain a strategic
advantage. Doing so will be considered unsporting behaviour, and at the
discretion of the referee, will be considered a Cautionable Offence (Yellow
Card).
