[robocup-small] Automated Ball Placement and 11vs11 Mixed Team

Dear SSL,

lately the TC and OC discussed a lot about the automated ball placement 
and the 11vs11 Mixed Team challenge. We are not sure in which way we are 
going to integrated the ball placement and the 11vs11 in the next years 
RoboCup. But we are certain, that both will be very important for 
Robocup 2017 and probably mandatory as well !
