[robocup-small] over robot's speed in stop game by AutoRef

Thank you for your advices, Alexander Danzer and Jan Segre.

I tried to change that ROBOT_SLOW_DOWN_TIME to 3, but it has no effect.

And I found that it often happened in game off, not in boundary between 
game on and game off.

As Jan Segre said, this problem may be caused by noises or using not 
repeatedly data.

I send Autoref's logs to Alexander Danzer.


By the way, Autorefs will be used in Round-robin games for Technical 
Challenge,
and I think Autorefs control the ssl-refbox (it is needed for send 
AutoPlacement commands).

Does it mean Autorefs control the game and add yellow cards 
automatically?
