[robocup-small] Shared Radio Protocol Technical Challenge

Dear Teams,

There have been some concerns regarding the safety of the robots during the
Shared Radio Protocol challenge. To alleviate these concerns, the following
amendments have been made:

1. The number of single-robot skills have been increased to allow more skills
to be demonstrated in a safe manner.
2. The points for 2-robot skills have been reduced, to ensure teams are not
unduly pressured into trying them.
3. The radio server team is permitted to terminate the connection at their
discretion to ensure safety of the robots.
