[robocup-small] Shared Radio Protocol Technical Challenge

Dear SSL Teams,

We would like to announce the Shared Radio Protocol Technical Challenge.
The goal of this challenge is to demonstrate the ability to control other
teams’ robots, such that in the future we could potentially have teams with
heterogeneous robots.

In a nutshell, the Shared Radio Protocol Challenge defines a robot command
protocol for the network, which is sent from one team’s AI software to another
team’s server over the wired network. The server then translates the commands
into its robots’ radio messages, and transmits them to the robots. Points are
scored upon successful demonstration of a number of robot abilities.
