[robocup-small] 11 vs .11 Mixed Team Technical Challenge

Dear SSL Teams,

The second technical challenge this year will be the 11 vs. 11 Mixed Team
Technical Challenge. The goal of this challenge is to demonstrate the ability
to play full 11 vs. 11 games with each team composed of robots and software
from two SSL teams.
