There are two reasons why this is not handled quite the way you read it.

First, section 12.1 uses the phase “substantial contact”; Law 12
Decisions of the Small Size League Technical Committee points out that
“substantial contact” is not just touching, it’s more serious contact
where a moving robot hits a slow or stopped robot.

Second, the above observation doesn’t even matter: section 12.3 states
that “an indirect free kick is awarded to the opposing team if a robot
contacts the goalkeeper where the point of contact is in the defense
area”. This is the usual interference with the goalie rule, and it has
not been changed at all this year; therefore, in the situation you
describe, assuming the point of contact is in the defense area,
*yellow* would get an indirect free kick. This naturally takes
precedence over any other rules regarding substantial contact in
general, and this applies to any contact at all, not just substantial
contact.
