[robocup-small] Rules clarification: Goalie contact

Hi,

Section 12.1 says a direct free kick is awarded to the opposing team if a
robot makes substantial contact with an opponent. In addition, 12.2 says
that a penalty kick will be awarded to the opposing team if such contact
occurs in the own defense area.
This means that if the yellow goalie, in the yellow defense area, touches a
blue robot in the yellow defense area while trying to defend against a
goal, the blue team will be awarded a penalty kick.

Did I read this correctly? If not, could the TC / OC please clarify?
