Hi teams,
It seems the new chip goal rule has stirred up quite a lot of
discussion. This is a big change, and we expected it would be somewhat
controversial. Please bear with us; we wanted to get the rules out in
front of the teams as soon as they were ready, but because this is such
a major change, and because a number of people have commented that they
are not comfortable with it, we ARE still discussing the details and we
are still open to changing things. We appreciate the input that has
been given so far and we are weighing all the options that have been
suggested on this list (as well as some others in the committees), so
please continue to send your ideas to the list (and please do not
assume the rules will stay exactly as written at this point).

In the interests of time, though, I would like to have the discussion
wrapped up by April 7 (one week), so please send your ideas to the list
as soon as possible.

Also, if you have specific concerns with the rules but you are not sure
what rule change would solve those concerns, please just write them
down in a mail to the list, as someone else may have an idea how to
solve them.
