[robocup-small] New Rules

Hello again everyone,
After some discussion and a vote from the six TC members, it was
decided that the whole new chip goal rule will be discarded and RoboCup
2013 will be played with RoboCup 2012’s chip goal rules. The new rules
have been published on the wiki.
