[robocup-small] New Referee Box

Hi RoboCuppers,

an updated version of the Referee Box is online now. Thanks to Armin 
Burchardt!

The major change from 2007 to 2008 is the removal of the automatic 
sending of commands indicating the end of a half. This does not affect 
the protocol since these commands still exist but are now sent after the 
referee signals the end of a half and a button is pressed.

There are still some problems regarding the Windows version of the 
Referee Box. If you have a bug fix, please send it to Armin or to me :-)
