[robocup-msrs] Robudog Movements

Hi Joao,

we also needed that and we didn't find a way to make it happen.
Apparently the file is parsed when the services are loaded, and there
seems to be no obvious way to re-parse it at runtime.

An alternative way to achieve the same result would be to either (1)
get access to the code of Robosoft (which is however not freely
available), or (2) try to somehow reproduce (by guessing) the code of
Robosoft that generates motion from those configuration files, and
then skip those files.
