[robocup-legged] AIBO_2006 Teams.

Hello EveryOne,

I can understand why teams would like to be part of what looks like the
last AIBO-based competition but clearly there are limiting logistical
constraints as outlined by Thomas, so here's an idea. Have an independent
qualification for the challenges, and allow more/different teams to
compete in the challenges. That would not be a noncost soluton (in time
and space), however the costs would seem to be lower than increasing the
number of teams in the soccer comp and as a result it may be feasible.
Furthermore, it raises the potential of making the challenges more
competitive and interesting.
