I personally have no strong opinion on the number of
contestants. However, exempting the semi-finalists from the
preliminaries would be a significant disadvantage for those
teams. Participation in the preliminaries helps teams to make sure
that their vision/localization/behaviors/networking/etc. are working
well in the competition environment.
