[robocup-humanoid] Penalty mark distance for adult size: typing error?

Dear Prof. Hochberg,

Thank you for your concern, the current size of the penalty mark is 
based on the ratio with the length of the field (~0.1).

Currently, the goal width is way too large with respect to the width of 
the field (ratio: 0.29 for Adult, 0.105 for real soccer). This leads 
some aspect of the field size to appear weird, and it is likely that the 
goal width will be lowered when robots start getting more accurate in 
their kicks.

Moreover, we have currently only the goal area and we do not have 
penalty area which is also weird.

I suggest we discuss the updates of the field markings this year at 
RoboCup and we update them for 2020.
