[robocup-humanoid] Best Humanoid Award

Dear all,

one of the problems of the 2007 Best Humanoid decision was that the 
weighting of the technical challenge (TC) was increased by accident from 
1/3 to 1/2.
This made the result of the final soccer match irrelevant for Best Humanoid.

If the 1/3 weighting that has been used in previous years had been used 
in 2007, the choice for the voters would have been between NimbRo 
KidSize and NimbRo TeenSize.
