[robocup-small] RoboCup 2019: Game Log Event Labeling Technical Challenge

Hi teams,

We've uploaded rules for the second technical challenge to the technical
challenge rules repo on github:

As a summary, participating teams will receive two game logs from games
that occur during the 2019 RoboCup, and will need to automatically label
different events in the log. The labels will be compared against labels
created by the TC, with the goal of getting the highest accuracy.

Unlike the other technical challenge, this challenge is software only. So
you won't need your robots.

There will be some updates as the software tooling for the technical
challenge gets released (e.g. specific label output format). However, the
rules as written should be enough for teams to get started.
