[robocup-small] RoboCup 2019: SSL-Vision Blackout Technical Challenge

Hi teams,

We have uploaded the rules for the first technical challenge to the wiki:

As a summary, participating teams will need to find and touch a stationary
and a moving ball without having access to the position estimates from the
ssl-vision software. We are *not* planning on removing the ssl-vision from
the main competition. So don't worry if you're not planning on doing the
technical challenge.

We realize that you may need to add additional sensors to your robot, so we
have removed some of the hardware size restrictions. See the rules document
for more information.
