[robocup-small] Clarification of the shoot-out rules

Dear SSL-teams,

after getting some feedback about inconsistencies in the rules regarding
the shoot-out procedure, we have reworked the procedure description
completely.
The procedure is supposed to be the same as last year, it was just not
described well in the rules.
