Hi,

thank you for your feedback to the rules.

You are right, the limit is meant for both flat and chip kicks. We
clarified this this year by adding "in 3D space".
Measuring the initial ball speed for chip kicks is more difficult than for
straight kicks, but it can be estimated by fitting the whole chip kick
trajectory.
The TIGERs autoRef does this and can measure the initial speed quite well
given a good camera calibration.

We want to avoid defining the rules more complex than necessary, so we
stick to the velocity limit.
To get a feeling for the limit: With a chip angle of 45 degrees and 6.5m/s,
the max distance is 4.3m.
