[robocup-small] RoboCup 2018: Automatic Ball Placement (IMPORTANT!)

Hi teams,

this is just a reminder that the automatic ball placement is mandatory for
division A! This means that in order to shoot a free kick, the robots have
to be able to move the ball towards the designated position.

*If a team fails to place the ball, the other team can shoot the free kick.*
(provided that the other team is able to place the ball of course)

The exact automatic ball placement procedure can be found in the rules.

Division B teams are also encouraged to implement the automatic ball
placement. In contrast to division A however, it's voluntary and failing to
place the ball won't have any consequences on the game. Instead, the
RoboCup can serve as a great opportunity to test your implementation.
