[robocup-small] AutoRef and AutoPlacement Technical Challenges RoboCup 2016

Hello everyone,

I am happy to announce the details for two Technical Challenges:

- Autonomous Ball Placement (or AutoPlacement) will let robots place the 
ball autonomously.
- AutoRef will analyze the vision data and help the referee make the 
correct calls.
