[robocup-small] Automatic referee assisting system

One concern I would have with speech recognition is that there are
often multiple games running at the same time on adjacent fields. It
would be bad if the autoref for one field stopped the game because the
referee on a different field said “stop”. Human referee box operators
come from the same team as the main referee, normally, so they are
fairly familiar with the person’s voice.
