We were asked to clearify the formulation "a new situation in play", in addition
the question above came up. We see some similar situations in real soccer, e.g.
"scoring with an indirect free kick" or "offsite". In Addition there are already
rules written in Law 16+17 which I will quote later on.

I propose to change the rules concerning chip kicks to the following:
It is allowed to do chip kicks on the whole field. It is not allowed to score
using a chip kick. A chip kick is regarded as a chip kick
- - after the ball has been kicked above 150mm
- - until a teammate has touched the ball and it remained under 150mm
- - until an opponent gains control over the ball (e.g. the keeper). Controlling
the ball includes stopping, but not just touching.

To clearify the rules I state the following:

If a defender touches a chip kick by accident or just slightly and the ball
remains under 150mm and the ball enters the defender's goal, that goal will not
be counted. Instead a corner kick is provided to the attacker's team (in
accordance with Law 17).

If a chip kick directly enters the goal it is considered as having crossed the
goal line without scoring. Therefore a goal kick for the defending team is
provided (in accordance with Law 16).

It is allowed to score own goals using a chip kick. E.g. if a defender chip
kicks against an attacker and the ball enters the defender's goal, the goal will
be counted (because the chip kick was done by the defender).

I hope this proposals are more clear than those before and most of you can agree
on it. This time there are no new areas, no special conditions what the ball
must do before it is not a chip kick any more, so hopefully it will be easy to
control by the referee ;)
