[robocup-small] Referee box changed!

Hi RoboCuppers,

please excuse this very late announcement. The Ethernet protocol of the 
referee box has been changed again. Please have a look at:

http://small-size.informatik.uni-bremen.de/referee:protocol

The UDP packages now contain more information about the current game 
state. If you already implemented support for the Ethernet referee in 
your applications, the necessary changes should be quite small.

The serial protocol remains unchanged.
