[robocup-small] Qualification procedure for RoboCup 2007

Hi RoboCuppers,

The finalized procedure for qualification is now online.  As promised, 
it is similar to last year's procedure.  It can be found here:

The main differences this year are in the qualification video.  First, 
only ONE video may be submitted.  If you have several videos, please 
edit them into a single combined video for submission.  Also, the 
requirements for the video have been altered this year, into a tiered 
set of criteria.  We expect returning teams to submit criteria (1) or 
(2) material (preferably a little of both).  New teams may submit 
criteria (3) material, although strong preference will be given to teams 
submitting criteria (2) or (1) material.  Please check the web page for 
details.
