[robocup-small] Teams which didn't discussed

Dear Robocupers,

Please aware that if some members of teams didn't
attend in discussions, show their irresponsibility or
uninterestedly, they might have problem with English
or just listen and see what experts say.
I agree with Voting 'cause it is all teams' rights to
attend in voting which will effect in their future
instead of just reading +100 mails (if others opinion
is needed by TC) . I think all the members of teams
will attend in Yes/No voting but to show who is really
in robocup (SSL) and who isn't, we can design special
registration form (for voting) with personal
description, their team and other necessary details.
(we can descussed on it more)
