[robocup-nao] 2017 RoboCup SPL timeline

Hi SPL teams and potential SPL teams,

The SPL TC and OC are busy preparing for RoboCup 2017 in Nagoya, Japan.  So
that you can prepare as well, we are announcing the following timeline for
2017 RoboCup SPL:

Nov 1 - Initial draft of 2017 rules posted
Nov 1 - Call for participation posted and announced
Dec 1 - Application deadline
Dec 20 - Qualification announcement deadline
Feb 1 - TDPs for qualified teams due
Apr 1 - Confirmation of participation by qualified teams
May 1 - Jersey designs due for qualified teams

RoboCup 2017 in Nagoya, Japan
July 25-26, 2017: Setup
July 27-30, 2017: Competition
July 31, 2017: Symposium

Expected large changes for 2017 SPL:
- Switch field surface to 8mm artificial turf (similar to what was used in
the 2016 SPL Outdoor competition)
- Move towards more natural lighting (full details in Nov 1 rulebook draft)
- Discontinuation of the Drop-in Player Competition
- Addition of a mixed teams competition on a larger field, where two teams
combine to make a large (10 or 11) player team.  Entry into this
competition will be limited due to time and space.
