[robocup-nao] UChile Ball Perceptor Code Release 2016

Dear all,

In representation of UChile Robotics Team I share the code of the ball
perceptor we used this year to solve the ball problem. Despite having some
minor issues yet, we hope that this will be a good start for the new teams
that will join us in 2017.
