[robocup-nao] SPL Major Rule Changes for 2015

Hi SPL teams,

The SPL Technical Committee will post a call for participation to these
lists soon, but for now we would like to inform you of the major rule
changes that will take place in 2015.  Each of these rules will be written
up in more detail in the rulebook, but we announce these major rule changes
now so that you can begin planning while the rulebook is being updated.

The major changes are both posted online at
www.tzi.de/spl/bin/view/Website/MajorRule2015 and listed below:

   - two white goals
      - with white/grey/black supports and net
   - each team may use 2013/2014 jerseys or design at least two sets of
   jerseys with different main colors
      - tank top style used in 2013/2014 with optional sonar panel (a
      design will hopefully be provided by the league)
      - jerseys must be at least 80% solid colored in any one color but not
      white/orange/red/green/light gray, at most 20% of the jersey may be a
      secondary color or colors which may not be orange/red/green
(logos count as
      part of the 20%)
      - designs must be approved by TC at least 4 weeks prior to the
      competition (or else magenta/cyan jerseys must be used)
      - if referee believes jerseys are too similar the second team listed
      must wear secondary jersey
      - the drop-in competition will use the magenta/cyan jerseys that were
      used in the main competition for 2013/2014
   - decrease limitations on coach
      - allow cable connection to GameController
      - 80 byte data packet size, no delay, 10 second frequency
      - messages still must include no numbers and must be human readable
   - lighting
      - photographs with flash from audience are fine as long as the head
      referee believes the purpose of the flash is to obtain a good photograph
      - lighting changes in the venue (such as light bulbs going out or
      being replaced, sunlight streaming in, ect) are acceptable and
will be not
      altered or cause for delay
   - start game with a whistle
      - only quarter finals and later
      - agents get GameController signal 15 sec later
      - reaction before whistle results in each offending player being
      penalized on the field until the GameController transmits the playing
      signal
