[robocup-msrs] initial placement of RobuDog's for competition

Yes, this is the orientation that the Robots will have at startup and before each kickoff after a point is scored.

I have noticed the problem with that troublesome blue robot.  I will see if I can fix it.

Currently, the four robots are oriented to the left (i.e. sideways) when the simulator turns on.  Is this how they will come up
for the competition and we will need to orient/localize them as soon as the robots go into the Play state?

Also, sometimes the blue robot has been moving his position on startup.  On occasion it will appear at the center of the court
instead of on the "blue" side.
