[robocup-msrs] initial placement of RobuDog's for competition

Currently, the four robots are oriented to the left (i.e. sideways) when the
simulator turns on.  Is this how they will come up
for the competition and we will need to orient/localize them as soon as the
robots go into the Play state?

Also, sometimes the blue robot has been moving his position on startup.  On
occasion it will appear at the center of the court
instead of on the "blue" side.
