[robocup-legged] Rules Clarification Passing Challenge

Hi All,
   The challenge rules have been updated to follow the scoring suggested 
by Jörg.

[3 pts] For a successful non ``return'' pass that directly follows a 
successful pass reception.
[1 pt] For a successful pass.
[0.5 pt] For a partially successful pass.
