[robocup-legged] New GameController Release

Hi all,

Changes in this release:
   i) A bug fix in the sample code on the robot by oomori at ss.u- 
tokai.ac.jp from FC Twaves, also spotted by some others.  Stops a  
crash when the sample code is arguing with another object over the leds.
   ii) Adds a back channel from the robot to the base station.  You  
can penalise robots using the back button and the base station will  
mark them penalised.  There is currently no way to un-penalise from  
the robot, or to specify the type of penalty (without re-penalising  
the robot and hence restarting the penalty clock).  I hope to fix  
those limitations soon.
