[robocup-humanoid] Schedule and seeding of RoboCup 2019

Dear Teams,

We have been discussing the schedule for this year and we came up with 
the following proposal:

Last year the round robins for the regular tournament were based on the 
performance at RoboCup 2017 and Drop-Ins were occurring during the first 
three days of the tournament.

This year, we propose to have all Drop-In games before the regular 
tournament and to use them as a basis for seeding the teams for the 
round robins of the regular tournaments.

Pros:
- Using Drop-In games as a seed will better take into account 
improvement of teams between RoboCup2018 and RoboCup2019 and the level 
of teams who have not participated in RoboCup2018.
- Teams will be able to focus on regular games during the second part of 
the tournament

Cons:
- Starting by all the Drop-In games might make the schedule of the 
competition more challenging
- Teams who have been accepted for Drop-In only will play only until the 
middle of the second day.

Due to the reduced time before the competition, in order to be accepted, 
this proposition should have at least two third of the votes.
