[robocup-humanoid] Meeting Minutes from the 2016 rule discussion

Dear Humanoid League,

please find attached the meeting minutes from rule discussion we had at
the world championship in Leipzig. The document outlines the discussed
rule changes including the motivation for the rule change and specific
proposals, as well as the voting results among the teams. The minutes
were already published during the last day of the world championship and
no complains were received about the accuracy of the meeting minutes.
The Technical Committee will therefore take the meeting minutes as a
basis for the next years rule proposal. If you find any mistakes in the
meeting minutes, please let the TC know as soon as possible.
