[robocup-humanoid] RoboCup 2016 Humanoid League Laws of the Game

Dear Humanoid League RoboCupers,

this year we did an overhaul of the HL rules. Please have a look at https://www.robocuphumanoid.org/materials/rules/. 

Changes are:
- General format according to FIFA Laws of the games (http://resources.fifa.com/mm/document/footballdevelopment/refereeing/02/36/01/11/lawsofthegameweben_neutral.pdf).
- Introduction of free kicks - Law 13, page 36.
- Revision of the field markings - Law 1, page 6 (lines are part of the fields now).
