[robocup-humanoid] Final Rules for 2013

Dear teams,

the final 2013 rule book for the Humanoid League is now available at
http://www.tzi.de/humanoid

Changes since the last draft:
* updated throw-in challenge
* updated 8.2.2 (robot can't score goal from kick-off) to be in line
with how the rule was handled in previous years.

A version with all changes since last year clearly marked is available
at the above link as well.

Please be reminded that your team has to provide a referee / assistant
referees with knowledge of these rules for the competition games in
Eindhoven.
