[robocup-humanoid] First Rule Draft for 2012

Dear teams,

for your information, the TC has decided to adjust the goal area width
(F in figure 1) for the kidsize field to that of the SPL (i.e. the
220cm Dorian mentioned).

We are also in the process of finishing the work on the rules (esp.
the updated challenges) and hope to release a second draft by next
week.
