You are absolutely right. My version of complete and consistent is that for all situations present in the game there is only one decision under FIFA rules, they are 50 sparsely written pages for the seventeen rules and 74 of how they should be interpreted. You can play checkers with a chess, a casual observer might think that you play chess or think you don't know how to play chess.
