rule 7.1.1  does not establish that a 5 min halftime rest is compulsory, it only says that is of less than 5 minuts.. It can be interpreted that the halftime can be of any duration less than 5 minutes
rule 7.1.3 does not says what happens  if after the first 5 penalties  the teams are still tied. Other five or sudden dead?
