[robocup-humanoid] Posture for Measurement

Dear Teams,
The Technical Committee (TC) has discussed the different interpretations
of upright posture mentioned on this mailing list recently
for measuring the robot's H_top and H_CoM.
The TC wants to clarify that "standing upright" in Section 4.1.1 of the rules
means with fully extended knees.
Therefore, the wording "when standing upright" in Section 4.1.1
will be extended to "when standing upright (with fully extended knees)".
Please note that this is _not_ a change of rules but a clarification.
The measurements of H_top and H_CoM have been performed
in this manner with fully extended knees (which also gives less room for
interpretation than other postures) also at RoboCup in 2006 and 2007.
