[robocup-humanoid] Call for pre-registration

Hi Thomas,

The reason for having the qualification done on mid February
was based on asking the general chair of RoboCup 2007, Tucker Balch.
He mentioned this deadline to the technical committee 
in order to make sure that every member of a qualified team can get a visa 
in time. 

I do not know on which information the 4L based its decision
of deciding the qualification by Feb. 28.
Because of the visa process, I would hesitate to change Feb. 12.

The deadline mid January for the qualification material was already 
mentioned in an email that Michael Mayer had sent to the mailing list 
on Nov. 13 in reply to the rule draft.
However, I do not know why the details of the qualification process
have not been sent out earlier.

If the other members of the technical committee agree,
we could move the deadline for qualification material from Jan. 19 to 26.
For me two weeks would be ok to decide about qualification.
But then Jan. 26 would be a very strict deadline.
