Packaging in Debian and Ubuntu requires knowledge of the Debian
packaging standards and it may take some time to learn all those
standards properly.  In addition, there will probably be a fair amount
of other work necessary.  For packaging mlpack in Fedora, I had to prove
to the Fedora community that I was a knowledgeable packager by reviewing
several other packages for correctness.
