[mlpack-git] [mlpack/mlpack] Windows 10 installation version (#613)

@zoq this is bugging issue in cmake_gui. when you link mlpack with armadillo, you have to type in lib filename as follow, or otherwise you can't just set it to dir_path. otherwise it fails to generate build project solution.
