[mlpack-git] [mlpack/mlpack] Windows 10 installation version (#613)

@zoq @stereomatchingkiss Hi, Did you use 32 or 64 bit version VC15? I got this error mentioning of finding no C++11 compiler. I was able to build with mingw64, but there's no VC project solution to work with. I guess it's because I used non-VC compiler so no VC solution file.
