[mlpack-git] [mlpack/mlpack] link error: undefined reference to `arma::is_Mat_fixed_only (#606)

Another problem is why 'arma::is_Mat_fixed_only<**...**>::value' will appear in the link time. Type of 'value' is static const bool, I think it should be recognized only at compile time, when the link it should be a numerical value for mean true or false.
